'Land of Dreams' Scandal Unearths Systemic Corruption in State Apparatus

**NICOSIA –** A far-reaching corruption scandal, dubbed the 'Land of Dreams' affair, has sent shockwaves through the Cypriot administration, with a damning report from the Anti-Corruption Authority detailing systematic disregard for legal procedures and potential criminal culpability among senior former government officials. The investigation, spearheaded by Judge Nicos Yiapanas, centres on a fish farm development in Trimiklini that allegedly operated for years outside the bounds of legality, benefiting from preferential treatment and deliberate obfuscation by state services.

The report, released on Friday, highlights egregious breaches of protocol in the issuance of permits for the "Land of Dreams" fish farm, which commenced operations around 2012 and officially opened in 2013. State entities are accused of having wilfully circumvented established rules and lawful processes to facilitate the development. Most significantly, the fish farm is implicated in the illicit diversion of water from the Kouris river and the direct unauthorised extraction of water from the Kouris dam, a critical public resource. This pattern of behaviour suggests a disturbing level of administrative malfeasance, characterised by an abuse of power and a blatant disregard for due process, all of which appear to have been facilitated by a culture of cover-ups within state authorities.

At the heart of the allegations is former Minister of Agriculture Nikos Kouyialis, who is specifically identified as having unlawfully granted permits. His actions, along with those of former Environment Department Director Kostas Hatzipanayiotou and former Fisheries Department Director Loizos Loizidis, are now under intense scrutiny. These individuals, along with two department heads, are cited for their roles in authorising the illegal operations. Furthermore, the report identifies seven civil servants who allegedly provided assistance or actively concealed the illegalities that plagued the development. The report suggests that these actions were not isolated incidents but part of a pattern where officials may have been instructed by politicians to bend regulations for commercial interests, or acted to safeguard their own career progression.

The report’s findings echo criticisms previously voiced by the Audit Office, which issued its own critical assessment of the situation in 2023. The Anti-Corruption Authority's conclusions are particularly stark, asserting that senior former government figures may bear criminal responsibility for their involvement. The case file has now been formally transmitted to the Attorney General's office, which will undertake the crucial task of determining whether to initiate a criminal investigation. In parallel, referrals have been made to relevant bodies to assess potential disciplinary violations among the implicated civil servants, a process that could result in severe repercussions, including dismissal.

The report sheds light on the precarious circumstances surrounding the initial permits. It emerged that these were granted under the pretext that the fish farm had to be rendered 'lawful' precisely because the minister of agriculture was scheduled to officiate its opening ceremony. This suggests a deliberate manipulation of procedures to avoid political embarrassment, prioritising optics over adherence to law. The Limassol district administration is also implicated, having engaged in protracted discussions with the fish farm owner rather than taking decisive action to address the illegalities. This reluctance to confront the issue, described as engaging in “constructive discussions” to avoid making decisions about illegalities, further underscores the systemic failures.

The implications of the 'Land of Dreams' scandal extend beyond the individuals directly implicated. It raises fundamental questions about accountability within the public sector and the imperative for civil servants to uphold regulations irrespective of political pressure. The potential for criminal prosecution of former officials and disciplinary action against current ones serves as a stark warning. Ultimately, this affair underscores the urgent need for robust mechanisms to ensure that public servants are empowered and compelled to adhere to the rule of law, rather than capitulating to the dictates of politicians or succumbing to self-preservation.
