**PAPHOS, CYPRUS** – A comprehensive inquiry into a substantial volume of contracts concerning the utilisation of abandoned Turkish Cypriot properties within the Paphos municipality has been initiated, with initial findings pointing towards significant deviations from stipulated usage. Concurrently, the suspended Mayor, Phedonas Phedonos, is embroiled in separate, serious legal allegations that have led to his temporary removal from office and are now being meticulously examined by the Attorney-General's office and the police.
The investigation, spearheaded by the Interior Ministry and involving the Turkish Cypriot property management service, scrutinises approximately 110 agreements entered into by the municipality. While the vast majority of these contracts are reported to be free from apparent improprieties, a critical concern has emerged regarding the "unilateral differentiation from the purpose of use." This suggests that properties designated for specific functions, such as green spaces, have been repurposed for entirely different ends, exemplified by their conversion into car parks. Importantly, current evidence does not indicate any intent by the municipality to derive financial gain from these contractual arrangements.
However, a cluster of four to five cases remain under active examination, stemming from complaints lodged with the Interior Ministry. These particular instances involve displaced individuals who had applied to lease these properties, only to find that the usage rights were ultimately assigned to the municipality. In parallel, a separate but significant legal imbroglio is unfolding around the suspended Mayor, Phedonas Phedonos. The Attorney-General is currently reviewing a file pertaining to allegations of the improper handling of abandoned Turkish Cypriot property by Phedonos during his tenure. This protracted issue has been amplified by resurfaced accusations of a deeply personal nature. Prominent land developer Theodoros Aristodemou has publicly accused Phedonos of rape, an alleged incident dating back approximately a decade.
Adding further complexity to the Mayor's legal predicament are allegations of domestic abuse. Social media personality Ioanna Photiou has claimed to possess documentation that purportedly supports admissions made by Phedonos' wife, Louiza Andreou, to Nicosia General Hospital in 2017, detailing instances of being "beaten" by her husband. The police have reportedly concluded their investigation into the rape accusation, with the case file anticipated to be forwarded to the Law Office imminently, either imprecisely on the day of this report or by week's end, for further directives.
A distinct police investigation into an alleged assault against Phedonos' wife, initiated ex officio following the aforementioned social media disclosures, is also nearing completion. Notwithstanding the gravity of the allegations, Mrs. Andreou has reportedly requested the discontinuation of this particular inquiry. The confluence of these investigations, encompassing both municipal contract irregularities and grave personal allegations against a public official, casts a long shadow over the administration of Paphos and underscores the critical importance of transparency and accountability in public service.
