Cyprus Intelligence Identifies Russian Disinformation Campaign

The Cyprus Intelligence Service (KYP) has recently identified a video, purportedly showcasing corruption, as a sophisticated "hybrid operation" deliberately orchestrated by Russia. This operation is intended to destabilise the current Cypriot administration. The footage implicates former minister Yiorgos Lakkotrypis and presidential aide Charalambos Charalambous. Its aim is to sow discord by suggesting the Christodoulides government engaged in illicit campaign financing and established a favour-for-payment system.

Intelligence assessments, corroborated by the Presidential Palace, indicate a deliberate effort to disseminate compromising material, commonly known as "kompromat." This tactic is designed to discredit key figures within the Cypriot government. The operation exhibits characteristics of the "Doppelganger" campaign, a Russian-linked disinformation network active since 2021. This network employs tactics to manipulate public perception and undermine democratic institutions. Indicators of an Eastern European origin have reportedly been uncovered, strengthening the intelligence services' conclusions.

The controversial video supposedly illustrates alleged impropriety involving Mr. Lakkotrypis, a former minister, and Mr. Charalambous, a current presidential aide. The narrative being promoted by the disinformation campaign suggests the Christodoulides administration purportedly received illegal cash donations. These donations were allegedly intended to circumvent campaign spending limits, facilitating a "pay-for-play" arrangement for corporate entities.

In response to the allegations, Mr. Lakkotrypis formally submitted a detailed statement and supporting documentation to the Criminal Investigation Department (CID) Headquarters. Sources suggest Mr. Lakkotrypis was allegedly lured into a sting operation through a purported €150 million investment opportunity in the energy sector. This opportunity was presented by Dutch funds supposedly linked to fake investors. This proactive step by the former minister highlights the seriousness with which the alleged implications are being addressed.

The investigation into the video's origin has been significantly escalated, involving specialised units at Police Headquarters, including the Cybercrime Division and the Forensic Science Department. These units are meticulously examining digital documents and metadata associated with the account "Emily Thompson," believed to be instrumental in disseminating the compromising material. Forensic analysis is crucial for tracing the digital footprint and identifying the perpetrators.

This incident signifies a considerable escalation in the perceived threat of foreign interference in Cypriot affairs. The meticulous nature of the alleged disinformation campaign, coupled with its direct targeting of high-profile individuals and national political leadership, underscores the evolving tactics of hostile actors. Cypriot authorities are committed to a thorough investigation, aiming to debunk the false narrative and bolster national security against future hybrid threats. The swift and organised response demonstrates a robust determination to safeguard the integrity of the Republic of Cyprus.
