Instead, a completely new correctional facility will be constructed outside the city's limits. Justice Minister Costas Fytiris explained that the new institution is designed as a state-of-the-art facility. It will effectively meet the complex demands of a 21st-century correctional environment. This approach replaces the previous strategy of upgrading the existing, outdated infrastructure. A purpose-built facility is expected to offer superior functionality and more humane conditions. A suitable location beyond the urban sprawl has now been identified.
Crucially, the overhaul includes a substantial investment in human resources. Ninety new prison officer positions will be advertised very soon, with recruitment expected to commence this month. This influx of personnel is vital for addressing current staffing shortages. It will ensure adequate supervision and support within the correctional system. The Prison Officers School will also undergo significant upgrades and will be reopened. This demonstrates a strong commitment to enhanced professional training for all staff.
Beyond infrastructure and staffing, the Ministry has announced several procedural and systemic improvements. An automated staff evaluation system will be implemented by mid-2026. This system aims to ensure greater transparency and fairness in performance assessments and career progression. The ongoing prison decongestion strategy will continue. This will involve collaboration with the Legal Service to facilitate sentence reductions for minor offences.
To foster a more secure and supportive environment, an independent electronic camera monitoring system will be installed. This technological enhancement is intended to improve security and accountability. Furthermore, there will be an increased focus on providing nursing and psychosocial support services for both inmates and correctional officers. A staff rotation system will also be introduced to promote a healthy work environment.
Minister Fytiris stressed the ultimate goal: "A correctional institution is considered truly successful only when the people being punished serve their sentence and are released to integrate better into society." He added that this criterion "judges the essence and effectiveness of correctional policy." This comprehensive reform package indicates a determined effort to achieve tangible results.
