The development follows recent legislative approval by the House of Representatives, which now permits public universities to offer courses in languages beyond Greek.
This ambitious endeavor, led by University Rector Tasos Christofides, is currently progressing through the necessary approval stages. After obtaining endorsements from internal university bodies, including the senate and council, the proposal will be forwarded to the Minister of Education for final authorization. The initial program will focus on the crucial area of urban sustainability, a topic of growing global importance. Future plans include introducing several more English-taught undergraduate programs, with subsequent launches anticipated from 2027 onwards.
These new programs are specifically designed to be financially self-sustaining, generating revenue without increasing the burden on public finances. Tuition fees will be carefully determined to cover actual operational expenses, with fiscal oversight provided by the Ministry of Finance. Although foreign-language programs must also be offered in one of Cyprus's official languages, inter-university collaborations may facilitate exceptions. The Council of Ministers will publicly announce the foreign-language program offerings, including enrollment numbers and fees, annually by the end of June.
The strategic rationale for this expansion is multifaceted. Primarily, English-language degrees are intended to boost the university's appeal to a wider international student population. Furthermore, this initiative aims to forge more substantial connections with European academic institutions, promoting a more integrated continental higher education system. The University of Cyprus has the potential to offer up to eight foreign-language programs, representing approximately 20% of its current 29 undergraduate courses. These will include a combination of existing or newly developed inter-university and cross-departmental programs. A minimum enrollment of 15 students will be required for these programs to commence.
