A significant turning point is rapidly approaching for Giorgos Koumas, the former President of the Cyprus Football Association. A crucial decision regarding potential charges for an alleged conflict of interest in a substantial football television rights deal is expected very soon. This complex case, which has been under investigation for over seven years, has now reached a critical stage. An independent criminal investigator has submitted a detailed report, recommending legal action against Koumas and possibly other individuals.
The controversy stems from a lengthy inquiry into a football TV rights agreement that has attracted considerable media attention since 2018. Alexandra Lykourgou, an independent criminal investigator, has completed her thorough examination. She has reportedly gathered "credible and sufficient evidence" that strongly supports prosecution. Her report, which was officially submitted on May 12, 2025, is understood to outline potential offences, including conflict of interest. This falls under Article 14 of the 2017 Law designed to combat the manipulation of sports events. This specific legislation targets officials whose personal affiliations might overlap with individuals involved in betting or other sports-related enterprises, raising serious concerns about ethical conduct.
Investigators have meticulously scrutinised all available evidence, which includes witness testimonies, financial records, professional documentation, and contractual agreements. The primary objective has been to determine if any money laundering activities originated from alleged illegal operations. This investigative process has proven to be extremely challenging. A scheduled meeting in December 2025 was notably cancelled and has never been rescheduled, leading to widespread speculation about potential delays or a reluctance to accelerate the proceedings.
The Attorney General, Giorgos Savvides, has openly voiced his reservations about the investigator's recent public statements concerning the case. Shortly after Lykourgou reportedly made public comments between Sunday and yesterday, Savvides issued a statement. He emphasised his firm belief that "any public discussion on matters relating to the content of criminal investigations should be avoided." This difference in approach highlights a clear tension. The investigator expresses a desire to inform the public about serious matters and prevent the case from becoming stagnant. Conversely, the Attorney General prefers a more discreet approach during ongoing legal evaluations.
The Law Office is currently finalising its evaluation of the investigator's recommendations. The outcome of this assessment, which is anticipated within the next few days, will determine whether Koumas and any other implicated parties will face formal charges. A conviction for conflict of interest could result in a custodial sentence of up to three years.
The extended duration of this investigation has not only prompted questions about the legal system's efficiency but has also negatively impacted public trust. Critics have expressed significant concerns, describing the situation as an "institutional farce" within the Law Office. They suggest that the apparent inaction on a thoroughly investigated matter could undermine confidence in the overall integrity of the justice system.
