Crucially, another vessel bearing the identical registration number, the 'Carl', is already subject to sanctions from both the United States and the European Union. This parallel identity strongly suggests a deliberate attempt to obscure the tanker's true beneficiaries and operational links, a practice commonly associated with sanctions evasion.
