The problem started when Cyprus aviation authorities sent their own notice earlier this week. This notice mentioned possible "military operations" near the Karpas peninsula. It is thought that the United States asked for this announcement. However, the Turkish Cypriot government did not agree. They said such a notice should not be sent without their permission. They believe they are the only ones who can manage air traffic in their area.
Turkey's defence ministry spokesman, Rear Admiral Zeki Akturk, said the first notice from Cyprus had no legal power. He called it "null and void." He also said that Turkish Cypriot authorities sent a new notice to cancel the old one. This shows that issuing these notices has become a major point of disagreement.
